Helpdesk: Supporting EPR development in Ecuador on behalf of the Ministry of Environment and Energy (MAE)
In early 2026, officials from the Ministry of Environment and Energy of Ecuador requested the GAP for EPR Helpdesk to deliver tailored technical support on the development and implementation of Extended Producer Responsibility (EPR) in the country.
Ecuador already has an important legal foundation for circular economy policies. The Ley Orgánica de Economía Circular Inclusiva (LOECI), adopted in 2021, and its General Regulation from 2023 provide the national legal basis for applying EPR to priority products. As the national authority responsible for environmental policy and waste governance, the Ministry of Environment and Energy (MAE) plays a central role in translating this framework into practical regulations, monitoring systems, and implementation mechanisms.
Through the Helpdesk, experts from the Oeko-Institute provided technical guidance to support MAE in advancing the operationalisation of EPR in Ecuador.
Addressing key challenges for EPR implementation
Through expert consultations and technical guidance, the Helpdesk supported MAE in addressing key questions related to target-setting methodologies, traceability systems, and essential elements for secondary regulation. The support also introduced life cycle assessment (LCA) approaches to support evidence-based decision-making.
The collaboration helped clarify priority workstreams and provided practical recommendations to support Ecuador in operationalising EPR for selected product streams.
